In the past 10 to 15 years in the United States, biotechnology has developed rapidly, but funding for biomedical research has been steadily declining. The funding for biomedical research is either from the amount of cash given or its share of the total funding for health services. In 1970, about 3.9% of health expenditures were spent on biomedical research and development, and in 1982 they dropped to 2.9%. That is, in the United States, which accounted for 317 billion U.S. dollars, the total budget for health services for the entire year was only 92 million U.S. dollars for biomedical research and development.
