资源型城市是我国重要的能源资源战略保障基地,是国民经济持续健康发展的重要支撑.促进资源型城市绿色转型,是加快转变经济发展方式、全面提升城市品质、促进区域协调发展、建设生态文明的重要任务.受波动的国际市场、资源储备量、生态环保等多重因素的影响,全球资源型城市的绿色转型已成大势.我国资源型城市面临“碳达峰、碳中和”新形势与绿色转型的制度机制不够健全、城市转型基础比较薄弱等难点.在新发展阶段,要加快完善全国资源型城市绿色转型的顶层设计,通过制度机制和政策体系建设解决资源型城市绿色转型面对的共性问题;促进不同类型
