现行的军官工资津贴补贴制度,突出军人职业特点不够明显,设置不尽合理,标准明显偏低,难以体现公平、激励和优惠的军队干部工资分配机制。一是工资涨幅与地方相比优势不再,地方公务员实际收入明显高于军官。二是级差档次难以达到激励效果。排、连、营、团等各职级干部之间的工资档次不大,各职务之间的工资差额不明显。奖励工资没有区分优劣。优秀、称职都奖励一个月的基本工资,没有体现奖勤
