在我国目前的工程项目管理中,普遍存在一个很大的问题,即项目的实际成本往往高于甚至大幅高于项目的工程预算。而工程项目成本的增加也就在一定程度上降低了整个工程项目的效益,并且对整个工程的资金链上也将造成一定的影响。因此,如何有效地控制成本是工程项目管理中重要的工作内容。通过对许多项目案例进行分析得知,工程项目的成本控制中,对其最终投资影响很大的一个因素就是工程变更。工程变更不仅导致投资额度的增加,而且还对工程的整体质量、安全和工期等方面造成影响。因此,在项目建设前期应充分做好各项准备工作,加强设计管理,控制设计质量,减少因设计问题而增加的工程变更,同时在项目建设过程中,加强管理,认真做好各项施工技术方案,严格地控制工程变更。工程变更对项目实施过程的影响很大,是整个项目管理中须严肃对待。本文研究的是工程变更因素及工程变更对工程项目成本的影响评价和对其的控制措施。
