In 2013, the profound lessons learned from the “11.22” special accident on the leakage and explosion of the Sinopec Yellow River oil pipeline not only caused serious casualties and economic losses, but also urged all cities across the country to conduct a comprehensive underground pipeline survey and control work. According to statistics, during the period of 2008-2010, there were an average of 5.6 cases of underground pipeline accidents reported by the media in the country on an average every day. The direct economic losses caused by underground pipeline accidents each year have amounted to billions of dollars.
