美国高度重视退役军人工作,除联邦政府设有国防部、劳工部以及退役军人事务部等专门机构管理退役军人事务外,民间还有众多退役军人非政府组织。这些组织多是以服务公益为宗旨的非盈利性组织,工作人员由素质较高、具备一定专业技能的志愿者组成。据美国财政部统计,2012年美国有3.6万个专门为退役军人服务的非政府组织,但全国性且影响力大的不超过100个。每个组织都有健全的组织架构(包括分部、分会以及董事、行政人员、会员和志愿者)和完整的法规章程,其主要任务各不相同。
The United States attaches great importance to the work of ex-servicemen. In addition to the administration of veterans by specialized agencies such as the Ministry of Defense, the Ministry of Labor and the Veterans Service, the federal government also has numerous non-governmental organizations that serve as veterans. These organizations are mostly non-profit organizations which aim at serving public welfare. The staff members are composed of volunteers with higher professional qualifications and certain professional skills. According to the U.S. Treasury Department’s statistics, in 2012 there were 36,000 non-governmental organizations in the United States dedicated to serving war veterans, but not more than 100 have a national impact. Each organization has a sound organizational structure (including divisions, clubs and directors, executives, members and volunteers) and a full set of rules and regulations that vary in their main tasks.
