风景资源,作为大自然留给我们珍贵的自然文化遗产,其重要地位是不可动摇的。我国国家重点风景名胜区自20世纪70年代末80年代初建立以来,经历了一个高速发展的阶段。但伴随而来的是其中存在并已逐步显现的诸多问题。其中最主要问题是如何处理风景资源的保护和开发利用的关系。风景区规划为资源的合理利用构建了基础框架,而管理是为了保证规划的可持续性实施。风景名胜区是我国生态文明和美丽中国建设、国民经济和社会发展的重要载体。为更好地保护这一中华民族薪火相传的共同财富,各地积极申报风景名胜区。如何评定并设立风景名胜区,将珍贵的景观资源纳入到国家法定保护体系。本文以青龙湾创建省级风景名胜区为案例,从工作方法、评价体系方面对风景名胜区资源进行评价,从而为设立风景名胜区提供技术支撑,其评价方法为日后同类型风景名胜区申报提供借鉴。
Landscape resources, as nature left us a precious natural and cultural heritage, its important position is unshakable. Since the establishment of China’s national key scenic area since the late 1970s and the early 1980s, it has undergone a period of rapid development. However, there are many problems that exist and are gradually emerging. The most important issue is how to deal with the relationship between the protection of scenic resources and development and utilization. Scenic area planning for the rational use of resources to build a basic framework, and management is to ensure the sustainability of the implementation of the plan. The scenic area is an important carrier of China’s ecological civilization and beautiful China’s construction, national economy and social development. In order to better protect the common wealth handed down by the Chinese nation, various places have actively declared scenic spots. How to assess and set up scenic spots, the precious landscape resources into the national legal protection system. In this paper, a case study of Qinglongwan to establish a provincial-level scenic area was conducted. The evaluation of the resources of the scenic spots from the aspects of working methods and evaluation system was carried out to provide technical support for the establishment of scenic spots. The evaluation method provided reference for the declaration of similar scenic spots in the future.
