中国公路学会第二次常务理事会于1981年3月3日至4日在北京召开。到会常务理事28人,增补2人,共30人,占常务理事总数的75％,会议由副理事长马奔主持,代理事长曾直副部长到会讲了话,学会秘书长刘以成向常务理事会汇报了公路学会两年来的工作报告及1981年工作计划。
