由石油工业质量管理协会组织的“石油工业质量管理优秀论文发布暨石油质协企业工作站会议”,于1998年2月24～28日在西安石油勘探仪器总厂召开.在各石油企、事业单位推荐和有关专家初评的基础上,会议发布了21篇质量管理论文.根据《石油工业质量管理优秀论文评选办法》,经评审,《试论市场经济下采油厂实施GB/T 19000标准的必要性与阶段性》等7篇论文被评为石油工业质量管理优秀论文二等奖;《基层产品质量监督检查方法初探》等14篇论文被评为石油工业质量管理优秀论文三等奖;《浅谈“质量是输油企业的生命”》等19篇论文被评为石油工业质量管理优秀论文.一等奖空缺.
