我国城市人口结构日渐老龄化 ,日益庞大的老年群体难于从传统家庭中获得养老资源 ,其养老方式面临着历史性的变化———社会化 ,必须改革现有的社会福利体制 ,以解决日益严峻的老龄问题 :一是扩大和完善社区的养老职能 ,使其承担家庭已无法完成的养老功能 ;二是改造国有福利机构 ,改变其单一的粗放形式 ,纳入市场经济轨道 ,进行社会化运作和科学管理 ;三是改革政府的现行福利管理模式 ,由现行的供养救济型向监督服务型转变 ,简权放政 ,充分发挥社会的力量和市场的功能 ,使社会福利事业有序而快速的发展 The urban population structure in our country is getting aging. The growing elder groups are hard-pressed to get their old-age resources from the traditional families. The way of pension is confronted with historic changes --- socialization. The existing social welfare system must be reformed to solve the increasingly serious : First, to expand and improve the community’s pension function, so that it can not afford family endowment pension function; second is to reform the state-owned welfare agencies, change its single form of extensive, into the market economy, social operation and science Management; Third, reform the government’s current welfare management model, from the current supportive type to the supervision of service-oriented change, the simple administration of power, give full play to social forces and market functions, social welfare and orderly and rapid development
