全国港口管理工作会议是一次求真务实、继往开来的会议。会议的主题是研究在新体制下港口行政管理问题。我们要很好地贯彻精神,要进一步提高认识,统一思想,理清思路,明确任务,做好各项工作。 根据张部长报告中所提出的工作思路和要求,结合当前的工作实际,我就做好明年的港口行政管理工作,讲几点意见。 (一)深化改革,进一步完善港口管理体制 港口下放工作2002年上半年已完成。政企分开工作已经进行了一年,目前正在积极稳妥推进,但发展上还不够平衡,个别地方还在观望。我认为此项工作必须抓紧进行,如果政企分开 The National Harbor Management Conference is a pragmatic, future-oriented meeting.
