安全价值作为崭新的价值取向,是我国未来《粮食法》的核心价值,彰显总体国家安全观。粮食安全至少包括粮食供给平衡、质量安全、价格合理。其中,粮食质量安全是粮食安全的高层次要求,是《粮食法》安全价值的基本体现。《粮食法》本质上是粮食质量安全法。我国《粮食法》要从价值判断标准、价值保障主体、价值实现行为、价值对应的责任落实等角度具体设计粮食质量标准体系、粮食质量监管机构、粮食质量日常监管与重大事故处理的对接、全面的粮食质量责任体系等法律制度。《粮食法》的制定,将是中国粮食立法史上的里程碑,有助于更好地保障中国粮食质量安全,实现法的安全价值。
As a brand new value orientation, safety value is the core value of China’s future Food Law and highlights the overall concept of national security.
