本文在详细剖析国有资产管理存在的种种问题的基础上，指出强化国有资产监督管理刻不容缓，要建立起与经济体制相适应的国有资产监督管理专门机构，把《国有企业财产监督管理条例》落到实处，建立精明强干的管理人员队伍，认真清产核资，建立健全国有资产统计报告和国有资产经营效益分析报告制度，注意价值形态与实物形态管理相结合，确保国有资产保值增值，以科技进步为前提，力求资产投资高效益。
Based on a detailed analysis of the problems existing in the management of state-owned assets, the paper points out that it is urgent to strengthen the supervision and management of state-owned assets. It is necessary to establish a special institution for supervision and management of state-owned assets that is compatible with the economic system, and to place the Regulations on the Supervision and Administration of the State-owned Enterprises’ Property Management. Implementing a savvy management team, earnestly clearing nuclear assets, establishing a sound state-owned assets statistical report and reporting analysis of state-owned asset operating benefits, paying attention to the combination of value forms and physical form management, ensuring the maintenance and appreciation of state-owned assets, and predicating on scientific and technological progress Investing in high efficiency of asset investment.
