明确科技工业管理部门的档案主体,抓好珍贵档案管理科技工业管理部门文书档案和科技档案谁是主体,档案业务指导的重点应放在哪一个方面?1983年以来,我们通过分析研究认为:国防科工委及其所属单位形成的档案中,科技档案是主体,档案业务指导工作的重点应放在科技档案方面。基于这样的认识,我们狠抓了科技档案的形成、积累及其有关的规章制度的建立,先后召开两次座谈会,讨论了科技档案工作的内容、特点等,引起了大家对科技档案工作的重视。在第三次座谈讨论后,进一步明确了科技档案,文书档案和专门档案工作的内容、特点等。科技工业管理部门形成的档案,可以说是浩如烟海,而人力、物力有限,眉毛胡子一把抓是不行的。我们明确提出要抓好永久保存的珍贵档案,从为现代化管理建立数据基础和征集散存于个人手中的历史档案与鉴定积存档案抓起。经过一年多时间的努力,取得了良好的效果,为做好以后的工作,打下了基础,增强了信心。 [美]约翰·奈斯比特《大趋势》的启示 1984年我们看到了孙道章等翻译的这本书,它告诉我们现代化科技发展的核心是电子计算机技术的发展,它使人类更快地进入信息社会,1985年美国全部工作的75％涉及电子计算机。这使我们对应用电子计算机的重要意义,有了新的认识。
