从国家层面看,转变经济发展方式的战略已经实施多年了。从实践层面看,转变发展方式,早转早受益,快转快受益。但笔者认为,近年来宝鸡在转变经济发展方式虽然做了不少工作,但朝什么方向转、怎么转的问题还没有从思路取向、路径选择上得到突破性解决。其实,宝鸡不论作为西部欠发达地区,还是作为老工业基地,转变经济发展方式的问题已经到了不可回避,应该有所作为的时候。因此,笔者结合宝鸡实际谈些管窥之见,愿与关心宝鸡发展的各级领导和各界人士探讨。 At the national level, the strategy of transforming the mode of economic development has been implemented for many years.
