根据可持续发展理论,对干旱内陆河区水资源可持续利用的规划思想和方法进行了研究。总结和延伸了水资源规划的多目标发展、相互作用、动态与风险性、公众接受和滚动规划的规划原则,强调规划中水资源系统的不确定性和规划本身的动态发展特性。提出交互式宏观多目标优化与方案动态模拟相结合的决策支持规划思想和操作方法。用分段静态长系列法模拟水资源系统的动态特性,开发出相应的规划决策支持系统,通过实例研究,说明所提出问题的重要性和方法的可行性。
According to the theory of sustainable development, the planning ideas and methods of sustainable use of water resources in arid inland river areas are studied. Summarizes and extends the planning principles of multi-objective development, interaction, dynamic and risk, public acceptance and rolling planning of water resources planning, emphasizes the uncertainty of water resources system in planning and the dynamic development characteristics of planning itself. The idea and method of decision support planning combining interactive macro multi-objective optimization and scheme dynamic simulation are proposed. The static long series method is used to simulate the dynamic characteristics of water resources system and the corresponding planning decision support system is developed. The case study shows the importance of the proposed problem and the feasibility of the method.
