中央苏区合理配置小学教师资源引发的思考

合理配置小学教师资源对义务教育的均衡发展和社会文明的进步具有重要意义。农村小学之间教师资源的共享有助于缓解目前音体美等学科教师紧缺的状况。城乡教师的双向流动取代当前教师的单向流动,可以增大流动中教师的数量,增强他们在均衡配置资源中的作用。流动中的城镇教师应是骨干教师,而不应是“全体教师”、“新进教师”等;流动中的农村教师一般应是普通教师,而不应是骨干教师。教师“人走关系走”的就近流动可以解决流动教师的工作、生活、交通问题,也可以克服流入学校提供食宿的困难。社会主义新农村建设应充分发挥小学教师在政治信仰、文化建设、移风易俗、经济发展等方面的积极作用。 The rational allocation of primary school teachers’ resources is of great significance for the balanced development of compulsory education and the progress of social civilization. The sharing of teacher resources among rural primary schools helps to alleviate the current shortage of teachers in tonal beauty and other disciplines. The two-way flow of urban and rural teachers instead of the current one-way flow of teachers can increase the number of teachers in the flow and enhance their role in the balanced allocation of resources. The urban teachers in the floating population should be the backbone teachers, not the “all teachers”, the “new teachers”, etc. The rural teachers in the migration should generally be general teachers rather than backbone teachers. Teachers “people walking relationship to go” the flow of teachers can solve the flow of work, life, traffic problems, but also can overcome the difficulties of influx of schools to provide accommodation. The construction of a new socialist countryside should give full play to the positive role of primary school teachers in political beliefs, cultural construction, shifting customs and economy, and economic development.
