随着全球经济一体化,集装箱运输以及国际货物多式联运的蓬勃发展,无船承运业务在我国以及全球的航运实践中已经非常普遍。所谓无船承运业务,是指“无船承运业务经营者以承运人身份接受托运人的货载,签发自己的提单或者其他运输单证,向托运人收取运费,通过国际船舶运输经营者完成国际海上货物运输,承担承运人责任的国际海上运输经营活动。”无船承运业务经营者即为无船承运人(Non- Vessel Operating Common Carrier,简称NVOCC)。目前,NVOCC已经成为我国海运业中一个不可忽视的群体,在国际货物运输中日益发挥着不可替代的作用。
