一、国有经济战略性调整的必要性２０世纪９０年代末，国有企业的发展越来越受制于经济结构的不合理。大多数产品市场供给趋于饱和，供过于求。这种现象在我国人均GDP仅８００多美元的时候就发生了，而同样的现象在发达国家一般要在人均达到３０００—４０００美元时才会出现。
I. The Necessity of Strategic Adjustment of State-owned Economy In the late 1990s, the development of state-owned enterprises was more and more subject to irrational economic structure. Most products market supply tends to be saturated, oversupply. This phenomenon occurs when the per capita GDP of our country is only over 800 U.S. dollars, and the same phenomenon generally occurs in developed countries only when the per capita GDP reaches 3,000 to 4,000 U.S. dollars.
