1 问题的提出新浦工务段管辖东陇海线202km的正线。全段除连云港、浦东、新沂、邳县四个领工区所在地和段机关所在地新浦外，东海、八义集、黄集等领工区都没有直拨电话，给安全生产构成了严重威胁。在此情况下，只有组建移动通信网才能彻底改变现有通信状况，使调度指挥方便畅通，提高应急抢险通信能力，确保安全生产。
