The plenary session of the Central Committee of the Communist Party of the Soviet Union held in October 1984 proposed two tasks for soil improvement workers: first, to increase the production of crops in completed soil improvement bases and newly opened irrigation and drainage areas; and secondly, to continue large-scale Expand irrigation and drainage area.
