“大部制”作为一种行政改革趋势在我国已经逐步铺开,其中内含的决策与执行分开势头日趋明显,而且存在于两项权能本身的问题也较为突出。粮食流通领域的“小部制”管理体制及其问题需要得到改观,改革的必要性和可行性亦不难确认,“大部制”改革思路需要在未来的粮食立法中得到充分体现,尤其是“决策-执行-监督”三权相互制约和协调的关系务必得以定位。
