在图书馆办馆模式由传统转向现代的过程中,不少图书馆对所遇到的新矛盾、新问题,采取随机的、权宜的处理措施来应对,对传统图书馆的规章制度也没有认真修订。文章在指出这方面存在的问题的同时,认为规章建设是图书馆现代化建设不可缺少的重要组成部分,应与现代化建设的其他部分同步发展,同时归纳出进行规章建设应予借鉴的一些经验。
In the course of changing the model of library service from traditional to modern, many libraries responded to the new contradictions and new problems they encountered, adopting random and expedient measures, and did not take seriously the rules and regulations of the traditional library Revised While pointing out the existing problems in this respect, the article thinks that the regulation construction is an indispensable important component of the modernization of the library and should be developed simultaneously with the other parts of the modernization drive. At the same time, some lessons that should be learned from the regulation construction are summarized.
