1雨洪利用的必要性1.1北京市雨洪特点北京市多年平均降水量为585mm。降水具有年内和年际分配极不均匀的特点,年内80%以上的降雨集中在汛期,年际间最大降水量是最小降水量的4倍以上。对于同一场次短历时暴雨,雨量往往集中在3-4h之内,一方面引起洪涝灾害,另一方面造成大量的雨洪资源量白自流失。根据北京市水资源及开发利用调查评估报告,北京市总出境水量达14.5l亿m3,具有较大的雨洪开发利用潜力。
1 Necessity of Rain Flood Utilization 1.1 Features of Beijing Rain Flood Beijing has many years of average precipitation of 585 mm. Precipitation has the characteristics of extremely uneven distribution within the year and interannual. Over 80% of the rainfall is concentrated in the flood season during the year, and the maximum precipitation during the year is more than four times of the minimum. For the same episode of short duration of heavy rains, the rainfall tends to be concentrated within 3-4h, on the one hand cause floods, on the other hand caused a large amount of rainwater resources to drain itself. According to the investigation and assessment report on water resources and utilization in Beijing, the total water volume outbound in Beijing reached 1.451 billion m3, with great potential for development and utilization of rainstorms.
