1980年8月4至6日,在北京召开了情报站第一次工作会议。现将会议情况和决定纪要于下: 一、会议对《内燃机配件》编辑部草拟的情报站章程(讨论稿)进行了讨论和修改。鉴于大家对此项工作缺乏经验,决定以“试行”的名义定下来,发给本行业各成员厂试行一年后,再修订成正式章程。 在讨论中,大家希望各厂领导应把情报工作重视起来。现在我们执行的是计划调节和市场调节相结合的政策,情报工作十分重要,它不仅包括技术情报,同时还有管理情报和市场情报,这三者是有机的结合体。把情报工作搞好了,则为我们把企业生产搞活提供了条件。 会议要求各厂把本厂情报员名单迅速报给情报站(有的厂已报来了),以便开展业务联系。各厂情报员和情报站委员,要稳定下来,不宜经常变动,以保持工作的连贯性。
From August 4 to August 6, 1980, the first working meeting of the Information Center was held in Beijing. The minutes of the meeting and its decisions are as follows: I. The meeting discussed and amended the constitution (discussion draft) of the information station drafted by the Editorial Department of the Internal Combustion Engine Fittings. In view of the inexperience of this work, we decided to set it down in the name of “trial” and send it to all members of the industry for one year after trial, before revising the formal charter. During the discussion, everyone hoped that the leaders of each factory should pay attention to intelligence work. Now we are implementing policies that combine planning and market regulation. Intelligence is very important. It includes not only technical information but also management intelligence and market intelligence. These three are organic combinations. If we do a good job of intelligence work, it will provide conditions for us to invigorate our production. The meeting requested the factories to promptly report the factory’s list of information officers to the intelligence station (some factories have already reported) in order to carry out business contacts. All the company’s intelligence personnel and information station members should be stable and should not change frequently in order to maintain the continuity of work.
