国务院各部委、各直属机构,各省、自治区、直辖市及计划单列市计委(计经委),各计划单列企业集团: 1996年,我委针对当时通货膨胀比较严重的特殊情况,发布了《国家计委关于核定在建基本建设大中型项目概算等问题的通知》(计建设〔1996〕1154号),规定编制和核定基本建设大中型项目初步设计概算时,价差预备费按投资价格指数 6％计算。近年来,物价趋于平稳,实际投资价格指数逐年下降,1998年已降至一0.2％。根据物价形势变化趋势,需要重新调整概算有关内容的核定方法,以严格控制工程造价,防止建设资金流失。现将有关事项通知如下:
