“主导权”之争是东亚地区多边合作的独特现象。“中日不和”使这两个地区大国均与主导权失之交臂。中日争夺主导权的根本在于,集体行动的难题与国际合作的结构性制约,两国经济地位的反向变动以及各自的“天然缺陷”。与中日不同,东盟和美国在东亚地区合作中分别扮演了实际领导者和潜在干涉者的角色。对“主导权”的争夺不仅历史性地促成了东亚多边合作的独特模式,而且对于东亚多边合作的未来走向寓意深远。
The “dominance” dispute is a unique phenomenon of multilateral cooperation in East Asia. The “no peace between China and Japan” has left both the major powers in the region without the right to dominate. The crux of the dilemma of collective action and the structural constraints of international cooperation, the reverse changes in the economic status of the two countries, and their respective “natural defects” lie in the fundamental struggle between China and Japan for dominance. Unlike China and Japan, ASEAN and the United States respectively played the role of actual leaders and potential interveners in their cooperation in East Asia. The fight over “dominant power ” not only contributed to the unique pattern of multilateral cooperation in East Asia historically, but also implied far-reaching implications for the future direction of multilateral cooperation in East Asia.
