2001年12月13日,美国总统布什宣布美国将单方面退出《限制反弹道导弹系统条约》(简称《反导条约》),以为其发展国家防御手段铺平道路。《反导条约》是1972年由当时的苏联和美国共同签署的,被认为是维护全球战略平衡与稳定的基石,对核军控和裁军谈判起到了一定的积极作用。但此时美国的单方面退出,有可能引发新一轮军备竞赛,不利于国际和平。俄罗斯总统普京也于当日发表讲话,指出美国的这一决定是错误的,并认为对俄罗斯的国家安全不会构成威胁。话虽如此,但这势必引起俄罗斯在战略对策方面的调整。值此时,让我们了解一下俄罗斯的核战略。
On December 13, 2001, U.S. President Bush announced that the United States will unilaterally withdraw from the Treaty on the Limitation of Anti-Ballistic Missile Systems (“ABM Treaty”) in order to pave the way for its development of national defense. The “ABM Treaty” was signed by the then Soviet Union and the United States in 1972 and is considered as the cornerstone of maintaining the global strategic balance and stability. It has played a positive role in nuclear arms control and disarmament negotiations. At this time, however, the unilateral withdrawal of the United States may trigger a new arms race and be detrimental to international peace. Russian President Vladimir Putin made a speech on the same day, pointing out that this U.S. decision is wrong and does not consider it a threat to Russia’s national security. Having said that, it is bound to cause Russia to make adjustments in its strategic response. At this moment, let us know about Russia’s nuclear strategy.
