最近,因住宅工程质量低劣而引起的群众投诉和工程倒塌事故时有发生。在“中国质量万里行”投诉中,对住宅工程的质量问题反映强烈。如天津市投诉站今年8月10日至9月10日接到49件关于工程质量问题的投诉,四川投诉站7月26日至8月16日收到5起住宅工程质量问题的集体投诉,涉及到965户居民问题。今年下半年以来,我部相继收到30多封用户对工程质量问题的上诉信件。从各地投诉反映的情况看,住宅工程质量问题主要发生在房地产开发企业销售的商品房,尤其是搬迁房和旧城改造房中。存在的主要质量问题是屋面、厨房、厕所渗漏,结构裂缝,墙皮或面砖脱落,装饰装修粗糙,器具质量低劣等。这些问题已严重影响广大人民群众的居住生活,有少数危及到人民生命财产安全,而且问题久拖不决。许多用户在多方投诉、求告无门的情况下,才不得不向“中国质量万里行”活动等新闻媒介和上级有关主管部门求助。
Recently, people’s complaints and project collapses due to poor quality of residential projects have occurred from time to time. In the “China Quality Miles” complaint, the quality of residential projects is strongly reflected. For instance, Tianjin Complaints Station received 49 complaints on project quality issues from August 10 to September 10 this year. Sichuan Complaint Station received 5 collective complaints on the quality of residential projects from July 26 to August 16. It involves 965 households. Since the second half of this year, the Ministry has received more than 30 user appeal letters on project quality issues. Judging from complaints from various localities, the quality of residential projects mainly occurred in real estate development companies selling commercial housing, especially the relocation of houses and transformation of old cities. The main quality problems that exist are leakage in roofs, kitchens, and toilets, structural cracks, shedding of wall coverings or tiles, rough decoration, and poor quality appliances. These problems have seriously affected the living conditions of the broad masses of the people. A few have endangered the lives and property of the people, and the problems have not been resolved for a long time. Many users have to appeal to the news media such as the “China Quality Miles” campaign and the competent authorities at a higher level when they have complained and asked for help.
