本文根据丰收计划管理的特点，运用系统工程的原理和民主科学决策的方法，从不同的系统和层次论述了实行丰收计划有效管理的三个必要条件，即完善的管理体系，优化的管理程序以及可操作性的管理办法，并针对丰收计划管理中存在的问题，提出了强化丰收计划管理的对策，以实现丰收计划开放式的动态管理。
According to the characteristics of harvest plan management, this paper uses the principle of system engineering and the method of democratic scientific decision making to discuss the three necessary conditions for effective management of harvest plan from different systems and levels, namely, a perfect management system, an optimized management procedure and Operability management approach, and for the management of the harvest plan problems, put forward to strengthen the harvest plan management strategies to achieve an open dynamic harvest management plan.
