本文以黑龙江省高校文献资源的基本现状为研究基础，就本省高校文献资源布局和建立本省高校文献资源保障体制进行研究，提出初步设想方案。
In this paper, the basic status quo of university literature resources in Heilongjiang Province as the research base, on the provincial university literature resources layout and the establishment of the province’s university literature resources guarantee system to study and put forward the tentative plan.
