教学勤务保障是确保教学训练顺利实施的基础要素之一,是教学保障“软实力”的体现。几次院校编制体制调整以来,大幅削减了各类保障、勤务人员,与大幅增加的各种高新设备设施和多样化训练任务形成鲜明对比,保障队伍编制与工作量之间、保障队伍素质与工作专业性之间、保障队伍结构与工作连贯性之间的矛盾越来越突出。保障社会化从根本上讲,是生产社会化、分工专业化的必然要求,实施教学勤务保障的社会化改革,无论是理论上还是实践上,都是必要和可行的。在教学勤务保障社会化改革的进程中,需要关注和重视三个方面的问题:明确适用范围、构建高效机制、提高教保干部的综合素质。
