“1973年国际防止船舶造成污染公约及其1978年议定书”(以下简称防污染公约)中,公约第15条规定:本公约在不少于15个国家……参加本公约之日后经过12个月生效,该15国所拥有的商船队的吨位之和,应不少于世界高船总吨位的50％。 从1979年4月30日到1982年9月23日,已有乌拉圭、秘鲁、英国、瑞典、挪威、美国、突尼斯、利比利亚、南斯拉夫、丹麦、哥伦比亚、法国、西德、希腊等14国先后参加该防污染公约。这14国的商船总吨位已超过世界商船总吨位的50％。
