水利水电工程项目建设过程中,不必要的资源需求波动及超过资源限量的资源需求峰值,不仅会造成资源浪费,还会因资源供应不足问题影响项目工期,造成项目成本的增加。而传统的以方差为目标的资源优化,企图消弭一切资源波动,违背了项目建设中资源利用的基本规律。对此提出资源负荷图的标准形态,将资源波动分为可接受波动与不可接受波动两类,从而建立资源优化模型,在满足资源限量的情况下,接受可接受波动,规避不可接受波动,提高资源利用率,降低成本。最后,通过实例验证了该模型的可行性及合理性。
In the process of water conservancy and hydropower project construction, unnecessary fluctuation of resource demands and peak demand of resources exceeding the limit of resources will not only result in the waste of resources, but also affect the project duration due to insufficient supply of resources, resulting in the increase of project costs. However, the traditional optimization of resources aimed at variance aims to eliminate all resource fluctuations and violates the basic rules of resource utilization in project construction. In this paper, the standard form of resource load map is proposed, and the fluctuation of resources is divided into two categories: acceptable fluctuation and unacceptable fluctuation, so as to establish resource optimization model. Under the condition of meeting the resource limitation, accepting acceptable fluctuation, avoiding unacceptable fluctuation and increasing Resource utilization, reduce costs. Finally, an example is given to verify the feasibility and rationality of this model.
