灌溉工程方案的优选是一个复杂的综合性技术经济问题。它涉及工程费用、施工期、综合利用效益、占用土地、移民以及环境保护、能源消耗等因素。其中某些因素可以定量,但有些存在模糊性,定量标准不统一。评判方法将直接影响方案选择的结果。目前国内外对灌溉工程方案的综合评判已有多种方法,如从经济方面考虑,有效益费用比法、内部回收率法、净收益法等。 本文以模糊数学为工具,运用多层次多因素的综合评判模型,综合考虑诸方面的因素,使评判结果较为符合实际。
The optimization of irrigation schemes is a complex and comprehensive technical and economic issue. It involves engineering costs, construction period, comprehensive utilization efficiency, land occupation, resettlement and environmental protection, energy consumption and other factors. Some of these factors can be quantified, but some are ambiguous and quantitative standards are not uniform. Judging methods will directly affect the results of program selection. At present, there are many methods for comprehensive evaluation of irrigation schemes at home and abroad, for example, economic considerations, cost effective method, internal recovery rate, net income method and so on. In this paper, fuzzy mathematics as a tool, the use of multi-level and multi-factor comprehensive evaluation model, comprehensive consideration of various factors, so that the evaluation results are more realistic.
