随着高校后勤改革的不断深化,有偿服务的范围正在逐步扩大,如何正确处理有偿服务与福利性服务之间的关系,已成为后勤改革的重要课题之一。长期以来,我国高校后勤一直实行的是福利型、供给制、大锅饭的服务体制和办法。学生在校读书既不交学费、也不交房租、水电等费,饭菜也只是收取原料、调料和燃料费——即半成本费。职工的医疗、住房、洗理、水电等,一般是不收、少收或象征性地收点费。师生员工生活后勤实际支出的经费相当部分是靠国家补贴。
With the continuous deepening of logistics reform in colleges and universities, the scope of paid services is gradually expanding. How to correctly handle the relationship between paid services and welfare services has become one of the important issues in logistics reform. For a long time, the logistics of our colleges and universities has been implementing the service system and methods of welfare, supply, and large pots. Students do not pay tuition fees, rent, utilities, etc. at school, and meals only charge raw materials, seasonings, and fuel costs—that is, half-cost fees. Workers’ medical care, housing, decontamination, and hydropower generally do not receive, receive less, or collect fees on a symbolic basis. The actual expenditure of teachers and students’ living and logistics expenses is based on state subsidies.
