本文针对上海市推行政府采购制度过程中面临的若干问题,提出了妥善处理立法缺陷、理顺政府监管机制、调整各集中采购机构职能、加强中介机构及评审专家管理、建设政府采购信息电子平台等措施,以期完善上海市现阶段的政府采购制度。
In order to solve some problems in the process of implementing government procurement system in Shanghai, this paper puts forward some suggestions to properly handle the legislative defects, streamline the government supervision mechanism, adjust the functions of centralized purchasing agencies, strengthen the management of intermediaries and experts, build the electronic platform of government procurement information Measures to improve the current stage of Shanghai’s government procurement system.
