CCTV’s pan-Tilt-Zoom (PTZ) zoom PTZ cameras today allow people to have flexible video surveillance of the road network. The operator can not only select the direction to be monitored, but also can focus on a specific area. They give road managers plenty of information, and their use has reached an unexpected level. As a result, it is often time to see one or more administrators running hundreds of cameras to monitor hundreds of thousands of kilometers of arterial roads and highways. The images returned from these cameras are displayed on the TV wall in front of the manager. By looking at the cyclic monitoring of images returned by 10 cameras on 10 screens, we assume that administrators should be able to see anything including abnormal traffic conditions. In fact, most of the information provided by CCTV cameras is not fully utilized or even used at all, since managers are not able to react at the best of times. Behavioral studies clearly show that as time goes on and the number of monitor screens increases, managers’ attention to monitoring events falls.
