石滩镇位于广东增城市南部,距市区15公里,有24个行政村,农村人口近6万人,农村年人均纯收入5012元。过去,24个行政村中只有1个村是书记兼村委会主任,98名村委干部中,党员40名,占41%;16个村出现“两委会”干部不团结、不协调,有的甚至出现半瘫痪状态,有的村委会不发工资给支部委员,有的村委会与党支部内部分开办公,财务两盘账。导致农村工作难以正常开展。造成这种局面的主要原因在于历届选
