科技档案的统计是科技档案管理工作的一项重要内容,它是以数字形式揭示科技档案的库藏和管理状况的一个主要环节。随着档案事业的迅速发展,档案的统计工作已经建立并在逐步加强。近年来,国家档案局在全国范围内建立了档案统计制度,制定了由国家统计局批准的《档案工作基本情况年报》,每年进行一次自下而上的统计上报。这对于各级档案机构掌握档案事业的形势和发展提供了可靠的数据信息,对于领导机关对档案工作实行宏观的和微观的科学管理,无疑具有重要的意义。但是笔者认为,目前科技档案的统计工作还不完善,还不能适应和满足科技档案工作的需要。其中一点,即科技档案完整率的统计还没有被受到足够的重视,没有被列为正式统计内容。在科技档案的教科书中,也没有把完整率的统计作为重要内容。本文试图对科技档案完整率统计的意义、概念和方法做一些探讨,以就教于档案界同行,引起讨论,并促进档案统计工作的发展。
Statistics of scientific and technological archives is an important part of scientific and technological archives management. It is a major part of revealing the status of scientific and technological archives collection and management in digital form. With the rapid development of archives, the statistical work of archives has been established and gradually strengthened. In recent years, the State Archives Bureau has set up a file statistics system nationwide and formulated the Annual Report on the Basic Conditions of File Work approved by the National Bureau of Statistics, conducting a statistical report from the bottom up each year. This provides reliable data and information for the archives agencies at all levels to grasp the situation and development of archives. It is undoubtedly of great significance to the macro-and micro-scientific management of archives by leading organs. However, in my opinion, the current statistical work on scientific and technological archives is still not perfect, and it still can not meet the needs of scientific and technological archival work. One of the points, that is, the statistics on the integrity rate of scientific and technological archives has not been given sufficient attention and has not been included as an official statistical content. In the textbook of science and technology files, there is no statistics of the complete rate as an important content. This article attempts to make some discussions on the meaning, concept and method of statistics on the completeness of science and technology archives so as to teach them to peers in the archival field to arouse discussion and promote the development of archival statistical work.
