１９９９年, 国务院颁布实施《城市居民最低生活保障条例》,规定城市居民最低生活保障标准要按照当地维持城市居民基本生活所需的衣、食、住费用并适当考虑水、电、燃料费用及未成年人的义务教育费用来确定。
