墨西哥于1992年颁布的《国家水法》允许进行水权转让,但直到目前,水权转让工作并没有全面展开,有限数量的水权转让仅限于灌区层面之内。作者评估了墨西哥水权转让政策,并且提出了根据当前政策的可选方案,建议水市场的指导原则要遵从效益与公平。研究的目标是格兰德河的重要支流流域孔乔斯(Conchos)河流域,但同时也分析了墨西哥其他地区水权转让的实例和经验。对墨西哥水资源政策进行了概述和结构化分析,包括制度、立法、流域管理职能等,并为改进这一政策提出了一系列的意见和建议。
The National Water Law, promulgated by Mexico in 1992, allowed the transfer of water rights. However, until now, the transfer of water rights has not been fully carried out and a limited number of transfers of water rights have been restricted to irrigated areas. The authors assessed Mexico’s policy on the transfer of water rights and proposed alternatives based on current policies suggesting that the guiding principles of the water market comply with efficiency and fairness. The study targets the Conchos River basin, an important tributary of the Grand River, but also analyzes examples and experiences with the transfer of water rights in other parts of Mexico. An overview and structured analysis of Mexico’s water resources policy, including its systems, legislation and watershed management functions, has been put forward and a series of comments and suggestions have been put forward to improve this policy.
