提高生态效率是大型能源煤化工基地进行生态转型的关键。在物质流分析框架基础上,构建生态效率分析指标体系,运用模糊综合判定法,对宁东能源煤化工基地生态效率水平进行了测算。结果表明:(1)“煤电化”生产模式对提升资源经济产出效果明显,但是高能耗、高污染产业聚集也造成生态效率整体水平“很低”;(2)环境治理水平不高与资源利用水平低是造成生态效率低下的主要原因;(3)从资源输入角度,能源及水资源产出率均处于“高”水平,但是原材料产出率水平“很低”;(4)从环境胁迫角度,主要污染物的环境效率除氨氮外,均为“很低”水平。以此为基础,从推广清洁生产、产业链延伸以及加大矿区生态保护等方面提出具体保护措施。
Improving ecological efficiency is the key to ecological transformation of large-scale energy coal chemical industry base. Based on the material flow analysis framework, the index system of eco-efficiency analysis was constructed and the eco-efficiency level of Ningdong Energy Coal Chemical Industry Base was calculated by fuzzy comprehensive judgment. The results show that: (1) “coal-electricity ” production mode has obvious effect on improving economic output of resources, but the aggregation of high energy consumption and high pollution industry also causes the overall level of ecological efficiency “low ”; (2) Low level and low level of resource utilization are the main reasons for low eco-efficiency; (3) From the perspective of resource input, both the output of energy and water resources are at “high” levels, but the output level of raw materials is very high Low “; (4) From the environmental stress point of view, the main pollutants of environmental efficiency except ammonia, are ” very low "level. Based on this, specific protection measures are put forward from the aspects of promoting cleaner production, extending the industrial chain and increasing ecological protection in mining areas.
