An overview of Hungarian public participation in water management decision-making experience. The practice of public participation is analyzed through three examples, pointing out the factors that promote and hinder the effective participation of the public. Key enabling factors include the activities of civil society organizations, financial support from international financial institutions and other foreign sponsors, methodological support provided by professional organizations and learning processes in social groups. Obstacles include the obstruction of public participation by certain officials and planners, the lack of effective management of the public engagement process, the lack of public interest, the negative public attitudes, the lack of trust between the various stakeholders and the recent emergence of some civil society groups Negative trend. While there is a legal framework for public participation that is a necessary prerequisite for full public participation, other elements that facilitate public participation must be added.
