本文在对渔业科技管理方式、渔业科技资金来源和渔业科技管理机构进行阐述的基础上，指出了存在于我国渔业科技管理体制中的行政化和条块分割、渔业管理机构设置不畅等问题，借鉴国外农业科技管理的经验，提出了完善渔业科技计划体系、整合渔业科技管理部门、多渠道增加渔业科研资金投入的改革方向。
