“邻避”运动反映了我国当前公民社会的发育程度,它的发生有着制度层面和社会心理层面的原因,而政府又是触发“邻避”运动的直接原因。“邻避”运动的解决,不能完全寄希望于协商民主和公民社会建设,应该以政府为支点来寻求“邻避”难题的解决之道,主要举措是:建立健全相关法规;增进政府公信力,减少无效行政行为;政府重视加强和公众的机制性对话,管控“官民”冲突风险,提高社会协同度。 The “neighbors” movement reflects the current level of development of civil society in our country. Its occurrence has institutional and psychosocial reasons. The government is also the direct cause of the “neighbors” movement. “Neighboring ” movement can not completely hope for consultative democracy and civil society construction. Government should take the government as the fulcrum to seek solutions to the “neighbors ” problem. The main measures are: to establish and improve relevant laws and regulations; Improve government credibility and reduce ineffective administrative actions; the government attaches importance to strengthening the mechanism of dialogue with the public, control the risk of conflict between “officials and civilians” and improve social coordination.
