“人事档案是中国人事管理制度的一项重要特色,它是个人身份、学历、履历等方面的证据,与个人工资待遇、社会劳动保障、组织关系紧密挂钩,具有法律效用,是记载人生轨迹的重要依据。”随着我国人事制度改革的不断深入、社会主义市场经济下劳动形式的多样化,人事档案在近年集中出现诸如材料不完整、随意涂改出生年龄、工作年限乃至篡改干部身份等问题。故此,要从根本上解决人事档案管理出现的新状况新问题,就要落实档案管理人员素质的提升并完善人事档案管理的制度,同时试验运用信息管理等高科技措施,探索和建立健全人事档案管理的新局面
