我区辛集市粮食局针对近几年来基层库站领导班子和工作人员频繁调动,由于交接手续不严,责任不清,使企业的财产物资丢失严重等情况,从1986年下半年开始,采取了人员调动必须做到财产物资两清的措施,收到很好的效果,其具体做法是:(1) 正式职工调动时,须对所经营的资金,债权债务、粮油商品,包装器材等清点核实。按财务制度办理移交手续,经审计公证后方可调离;(2) 凡拖欠现款的,调离前必须收回;(3) 委托乡、村或联合体、个体户加工的粮油,一时清不完的由接办人核实数量,重新补办手续;(4) 会计、保管、出纳、等人员要严格交接手续,立下交
