在机关实行目标管理岗位责任制工作中,科学地制定目标,是改进机关作风、提高工作效率、实现所定目标的关键环节。 1986年,我们遵照市委提出的“深入务实、更上一层楼”的总要求,根据省档案局对全年工作的安排,在全面分析了我市档案工作现状之后,确定了以加强对全市档案工作宏观管理和加强市档案馆内部业务建设为中心的六项奋斗目标。经过层层分解,实现了目标到岗、责任到人,从而激发了全局干部职工的积极性,推动了全市档案工作的发展。当年,我市档案馆被评为全省先进档案馆。去年,我局又被评为全市文明单位和目标管理岗位责任制优胜单位。我们在实践中体会到:科学地制定目标是我们搞好工作的前提条件,“定性定量,切实可行,开拓创新”是所定目标科学性的基本内容。因而,我们在制定目标过程中的主要做法是:

That year, our city archives was named the province’s advanced archives. Last year, our bureau was awarded the city’s civilized units and the target management positions responsibility system winner. In practice, we have come to realize that setting the goal scientifically is a prerequisite for our work. “Qualitative, quantitative, practical and pioneering and innovative” are the basic contents of the scientific goal. Thus, the main course of our goal-setting process is:
