早在1994年国务院就提出向高收入职工家庭出售公有住房实行市场价。北京市在贯彻国务院精神的有关文件中也规定了相应的内容。但是,到目前为止,按市场价出售公房的规定,都仅仅停留在原则性的规定上,没有出台可供实际操作的细则。该篇文章就是政府部门相关负责人对按市场价出售公房涉及的价格、土地、程序、税费、权属、物业管理等问题所做的实证研究,为制定市场价出售公房的实施办法提出具体的政策建议。
